Pursuant to Open Public Records Act ("OPRA"), I hereby request the following records:

all agreements, text, information, documents, records, and communications within the office of the New Jersey State Police regarding New York Police Department Intelligence Division (NYPD ID) operations within New Jersey, including in collaboration with (but not limited to) the CIA. It is established that the NYPD ID operates within the state of New Jersey, for more than a decade, according to NYPD ID documents released by Handschu and NYCLU legal efforts. The NYPD ID even had units termed "Out of City units” to conduct documented operations and “visits/letters” in New Jersey, Long Island, and Connecticut, including “Operation NEXUS”, according to the NYPD ID’s 2006 “Strategic Posture” document (pages 3, 100, 103-105):

In addition, it is established that agreement(s) between NYC (Mayor's office?) and New Jersey, permitted such actions of the NYPD ID in states outside of its traditional jurisdiction:

We seek the text of any and all similar agreements between NYC and the state of New Jersey that permit NYPD ID activities within the state of New Jersey, and all accompanying information related to their operations within the state of New Jersey.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
