Please consider this New Castle County's response to your Freedom of Information Act request post-marked on October 12, 2018. In your application, you requested all code enforcement complaints submitted about and inspection documentation of properties in The Ridge.
Your request for this material must be denied because the information you seek is not public information under the Freedom of Information Act. Specifically, the material you seek - both complaints and follow-up inspections - are exempt from disclosure pursuant to 29 Del. C. ยง 10002 (l)(3) and (4), which include among non-public records:
(3) Investigatory files compiled for civil or criminal law-enforcement purposes including pending investigative files, pretrial and presentence investigations and child custody and adoption files where there is no criminal complaint at issue;
(4) Criminal files and criminal records, the disclosure of which would constitute an invasion of personal privacy. Any person may, upon proof of identity, obtain a copy of the person's personal criminal record. All other criminal records and files are closed to public scrutiny.
Further, your return address does not indicate that you are a citizen of the State of Delaware and therefore entitled to inspect and copy public records under FOIA.
