We received your submission dated August 13, 2018 requesting information through the Freedom of Information Act (FOIA). Thank you for your request for materials pertaining to the New Castle County Vo-Tech School District.
There is a fee for staff time that exceeds 1 hour, and a fee for $0.10 a page for copies over 20 pages. You requested all emails sent or received by Renee Taschner. We have pulled a total of 1,183 emails either sent or received by Mrs. Taschner. The District needs to review these emails for Personnel Information, Student information, discussions of pending or potential litigation, discussions with counsel, and any other confidential information that must be redacted. We are estimating the costs as follows:
Estimated Employee Time
* 1,183 emails x estimated 5 minutes to review each email = 5,915 minutes / 60 mins = 98.58 hours.
* Superintendent's secretary ($31.47 x 1.5 Overtime x 1.3246 OEC's = $62.53/hr)
* 98.58 hours -1 free hour x $62.53 = $6,101.89
Estimated Copying Costs
* 1,183 emails x 1 page per email - 20 free pages x $0.10/page = $116.30
Total Estimated Fees $6,218.19
Prior to reviewing the emails for confidential information, we will need payment for the full $6,218.19 estimated fees. Payment should be made to New Castle County Vo-Tech, 1417 Newport Rd, Wilmington, DE 19804. If the estimated fees are lower or higher than estimated, the difference will either be paid or be refunded prior to the release of the documents.

I apologize for the delay in response to your request. The District had problems opening the file from DTI of the archived emails. We were able to finally review the files and attached is what we were able to go through in an hour.
