Pursuant to the Nevada Public Records Act, I hereby request the following records:

Annual electronic listings of all employees of the Nevada Executive Branch from January 1, 2010 to December 31, 2018. Specifically, I am seeking electronic listings of all individuals employed within the offices of the Governor and Lieutenant Governor and all state agencies, commissions, and departments for each year from 2010 through 2018.

For each listing, I’m seeking a spreadsheet, database, or delimited text file(s) — not paper records or a PDF created from data — with the following fields for each employee: full legal name, title, department or agency, full-time/part-time status, hire date, termination date, and gross annual salary. If you cannot produce any of these fields, please let me know and continue generating the available variables.

In addition, please include any lookup tables that may be needed to interpret the data. For example, if departments are listed with codes linked to a separate table, I will be happy to join the records myself, rather than require your staff to do so.

I am comfortable working with large data sets and can receive the records in a variety of formats (.dbf, .csv, .mdb, etc).

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you so much for passing along these files. Apologies if I am missing something, but I cannot seem to find hire date and termination date variables in the files from 2017 and earlier. Are those two columns available for 2010 - 2017 or are they only available starting in 2018?

Hi, Ben. I’m so sorry I forgot to call that out when I sent these to you! Unfortunately, we did not start including that data in these reports until 2018. Additionally, the full-time/part-time status was not included prior to 2017.

I hope you had a nice weekend. I am just following up with a question regarding the personnel data you provided a few months ago. It appears that the job class variable is not included in the data for 2015 and 2016 even though it is present before and after those years. Is there any chance this variable is available for these two years too?

Hi, Ben! Unfortunately, these are not reports that can be re-run; they exist as they were pulled at the time. Fortunately, perhaps, you can still decipher the job class by looking at the title code and title fields for the positions. For those title codes that begin with “U”, the positions are unclassified. For those that contain “Non Class” in the title field, the positions are nonclassified (distinct from unclassified, described below). The remainder should be classified positions. Should you wish to double check/cross reference a title codes for classified positions, those can be found here: https://hr.nv.gov/Resources/Class_Specifications/

NRS 284.150  Classified service: Composition; limitations on appointment, transfer, promotion, demotion or discharge; discrimination prohibited.

1.  The classified service of the State of Nevada is comprised of all positions in the public service now existing or hereafter created which are:

(a) Lawfully designated as being in the classified service; and

(b) Filled according to merit and fitness from eligible lists prepared upon the basis of examination, which must be open and competitive, except as otherwise provided in this chapter and NRS 209.161<https://www.leg.state.nv.us/NRS/NRS-209.html#NRS209Sec161>.

NRS 284.140  Unclassified service: Composition.  The unclassified service of the State consists of the following state officers or employees in the Executive Department of the State Government who receive annual salaries for their services:

1.  Members of boards and commissions, and heads of departments, agencies and institutions required by law to be appointed.

NRS 284.148  Unclassified and classified service: Persons exempt pursuant to federal Fair Labor Standards Act; determination of exempt positions by Division.

1.  An elected officer or an employee in the unclassified service who is on the personal staff of an elected officer, an appointed head of a department or division who serves at the pleasure or discretion of an elected officer or an executive, administrative or professional employee within the meaning of the Fair Labor Standards Act of 1938, 29 U.S.C. §§ 201 et seq.:

(a) Must be paid on a salary basis, within a maximum amount established by law;

(b) Is not entitled to compensation for overtime; and

(c) Is not subject to disciplinary suspensions for less than 1 week.

2.  An employee in the classified service who is an executive, administrative or professional employee within the meaning of the Fair Labor Standards Act of 1938, 29 U.S.C. §§ 201 et seq., and who is either a head of a department, division or bureau, or a doctoral level professional:

(a) Must be paid on a salary basis;

(b) Is not entitled to compensation for overtime; and

(c) Is not subject to disciplinary suspensions for less than 1 week.

3.  Unless otherwise specified by statute, the Division shall determine which positions in the classified and unclassified service are subject to the provisions of this section.
