Pursuant to the state Freedom of Information Act, G.L.M. c.66, §10, I hereby request the following records:

All documents relating to usage of Automated License Plate Recognition (ALPR) technology by Natick Police Department, including but not limited to documents indicating:

-scope of ALPR deployment;
-purposes for which ALPR technology is employed;
-means of handling and storing ALPR data;
-extent and timeline for ALPR data storage; and
-protocols and extent of ALPR data sharing between NPD and other government agencies.

I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by the recommendations of the Massachusetts Supervisor of Public Records. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

I expect the request to be filled in an accessible format, including for screen readers, which provide text-to-speech for persons unable to read print. Files that are not accessible to screen readers include, for example, .pdf image files as well as physical documents.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

The following are the responses to your inquiry. If they are not sufficient please let me know:

-scope of ALPR deployment: The Natick Police Department deploys one (1) ALPR Unit in a single Police Cruiser. This Cruiser typically operates 16 hours a day.

-purposes for which ALPR technology is employed: The NPD deploys this technology to identify unregistered/uninsured vehicles as well as revoked operators that are generated through a check of the Registry and NCIC Database. It will also use a manually added hotlist feature if a vehicle is wanted for an investigation or law enforcement purpose and finally it can be used for investigative purposes however we have used this feature only once and it was a recent investigation.

-means of handling and storing ALPR data: We do not own a separate server to store the data collected. As a result all the data is stored on the Dell Laptop in the cruiser. The hard drive of this computer does not allow for a lot of data storage so we typically have about 7-10 days of data stored. Access to this data is password protected. As stated it wasn’t until recently that we needed access to past data so we typically do not access the past data. Any positive hits need to be verified through the CJIS System via our dispatch so not action can be taken based only on a LPR hit.

-extent and timeline for ALPR data storage: See above. About 7-10 days of storage on the laptop hard drive.

-protocols and extent of ALPR data sharing between NPD and other government agencies: The NPD currently does not share data with any other organization or agency.
