MCSO Communications unit has received your request seeking:

For the period of January 1, 2019 to the present,

Our IT Unit performed a cursory search and found approximately 1,600 emails that are responsive to your request. However, approximately 1,300 emails contain financial transaction information related to Concealed Handgun Licensing. Under ORS 192.374, this information must be withheld.

Therefore, we estimate approximately 300 emails may be responsive to your request.

There are fees associated with this public records request. Fees are set by the Multnomah County Board of Commissioners and published in the Multnomah County 2020 Master Fee Schedule. According to the Fee Schedule, we estimate the cost to be approximately $855. This includes a $15 public records requesting filing fee, nine custom keyword search at $60 per search and approximately five hours of employee time ($60 per hour) to process and review any responsive records.

Because this fee totals more than $500, we must receive pre-payment. Please send a check of $500 payable to ‘MCSO’ to the address below. We will also accept the full amount. If you pay less than the full amount initially, we will need the remainder amount prior to releasing the records.

I'm trying to figure out my best approach here and am wondering if there is a particular part of the search that is the most costly and whether I can possibly narrow my request to reduce costs.

Can you provide any insight or suggestions on how I might proceed?

Also, would inspecting the records in person possibly reduce the costs?

I would like to narrow my request as follows:

I would also like to request a fee waiver. Our organization, PDX Privacy, advocates for privacy, government transparency, and digital rights in the Portland Metro Area. We plan to use the information to notify the community and to encourage public debate around the costs, desirability, efficacy, and overall impact of any proposed camera networks to Portland residents and visitors.

The details will bring transparency to area residents and inform public debate regarding efforts to establish a network of surveillance cameras in Portland. The data will also clarify the extent and nature of how such a network might be used by government agencies.

We intend to disseminate the information on our organization’s website (https://www.pdxprivacy.org), in our quarterly newsletter, at public events, to journalists, and potentially at meetings of government bodies.
