Pursuant to the Oregon Public Records Law, I hereby request the following documents:

All information, including without limitation all records, documents, incident reports, traffic tickets, traffic stops, infractions, violations, arrests, welfare calls, suicide attempts, complaints, victim reports, domestic violence calls, 911 calls, and similar information, concerning Annemarie Catlett (aka Annemarie Hedwig Catlett) during the period from January 1, 2005 to the present, including without limitation in connection with any welfare call for threatening self-harm or harm to others.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you for your response. I will follow up with the Oregon State Police regarding criminal record information. Some items in my request, such as the 911 calls, incident reports, suicide attempts, and and welfare call information are not "criminal offender information" under ORS 181A.010(2). I would appreciate it if you could respond and provide the records requested which are not "criminal offender information."

Robert,

Our agency does not provide background information to include any and all reports pertaining to an individual to the general public. If there are specific reports that you are aware of, then you can submit a request listing those reports and we will be happy to process them. However, there are many factors that go in to determining whether a report is releasable and the requests will be processed individually. If you are unaware of an exact case number, then we can assist you in locating the report if you are able to provide additional information such as date, time, and location that will aid in our search.

We do not provide copies of 911 calls. Those need to be requested from the Bureau of Emergency Communication.

As there was no date of birth or address listed in your original request, I was only able to locate one individual by the first and last name provided. Our agency does not have any incident reports, suicide attempts or welfare call information pertaining to that individual.

Good morning Dana,

Thank you for the prompt reply. The date of birth for Ms. Catlett is December 17, 1966. I am unaware of any particular case numbers. I will follow up with the Bureau of Emergency Communication regarding 911 calls.

I would appreciate it if you could provide any non-exempt records pertaining to the individual you did locate.

I can give you one date and location I am aware of, and give you an educated estimate or otherwise speculate about another date and location. One such date and location would be a January 1, 2016 incident at the River's Edge Hotel & Spa, 0455 SW Hamilton Ct, Portland, OR 97239 which would have been reported during the first or second quarter of 2016 involving purportedly unwanted advances from a masseur working at the hotel.

As to the next incident, my knowledge of it comes from a welfare report that occurred in September 9, 2014 wherein am Island County, Washington Deputy Sheriff stated he had probable cause to believe Ms. Catlett needed to be taken into protective custody and be evaluated by a Mental Health Professional (MHP) in the interest of Public Safety and in order to protect both him self and others in the community from the subject (see attached).

The Deputy went on to say subject's aberrant behavior was exhibited within Island County, State of Washington and was within his knowledge, including how in 2013 she jumped into a river on Oregon and had to be rescued. This Oregon incident may have occurred as early as in or around 2010 (or in or around 2013 according to the Affidavit) and involved an incident where the subject of the request (Ms. Catlett) was reported to have either fell or intentionally jumped into one of the rivers or other waterways in the Portland area.

There may be other similar incidents I am unaware of.

OK thank you that helped. OK there is only one case under the name of Annemarie Catlett. The case is a Portland Police Department case and this is for Fondling/Molestation and Annemarie is the victim. This is a 2016 case and Portland PD case number is 16-801149.
