This could include any executive orders or guidance created by another agency affecting this agency's responsibilities as they relate to water service.
• Any plans, procedures, reports, and guidance related to the cessation of water shut-offs imposed upon residences or individuals within this jurisdiction
• A spreadsheet or other dataset detailing all available segregable information (including relevant zip code) for residences or individuals without water service as of the day this state ordered its first declaration of emergency in response to COVID-19
• Any plans, procedures, reports, and guidance related to the restoration of water to residences or individuals within this jurisdiction
• A spreadsheet or other dataset detailing all available segregable information (including relevant zip code) for residences or individuals without water service as of April 27, 2020
If responsive portions of this request are housed by other agencies, your direction to the proper entities would be greatly appreciated.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

Please note that as described in number 2 below, to the extent that this request is asking for orders from government agencies other than the City of Cincinnati that might be applicable to City residents or businesses, the request is overbroad under the Ohio Public records act. The City does not keep and is not required to provide the records of other government agencies. If you can identify a sender and City of Cincinnati recipient, we can search our files to determine if there is a specific record that meets this request.

A proper public records request must fairly and specifically describe the records being sought, State ex rel. Carr v London Corr. Inst., 144 Ohio St. 3d 211 (2015); State ex rel. Zidonis v. Columbus State Community College, 133 Ohio St. 3d 122 (2012), so the public office can identify responsive records based on the manner in which it ordinarily maintains and accesses those records. State ex rel. Morgan v. Strickland, 121 Ohio St. 3d 600 (2009).
As written, the requests would require the City to interpret your intent rather than simply retrieve specific records. We would need greater specificity as to the information request to identify the records you are seeking, such as beginning and ending search dates, name of the sender/receiver of records. If you would like to revise your request to specifically identify the records being sought, the City will search for and retrieve any responsive records.
If you have questions regarding how the City keeps its records so that you can narrow your request, please let me know.
3. The following requests involve information exempted from disclosure under the Ohio Public Records Act
R.C. 149.43(A)(1)(aa) as usage information of customers of a municipally owned or operated public utility. The City does not provide shutoff information of customers because it is exempt usage information.
