RE: Freedom of Information/Privacy Act Request No. 2015USMS27417

Dear Requester:

The United States Marshals Service (USMS) is responding to your request for a copy of the contractual agreements between the USMS and the Citrus County Florida Detention Center

Pursuant to your request, the USMS conducted a search of its files and located Intergovernmental Service Agreement (IGA) between the USMS and the county you requested. We have determined to grant you access to this IGA, except for information which is exempt from disclosure pursuant to exemptions (b)(6), (b)(7)(C), and (b)(7)(E) of the Freedom of Information Act, 5 U.S.C. 552(b). Attached is a copy of the IGA, consisting of 12 pages.

Exemption 6 allows an agency to withhold files, the disclosure of which would constitute a clearly unwarranted invasion of personal privacy. Exemption 7 permits an agency to withhold records or information compiled for law enforcement purposes to the extent that the production of such records or information could reasonably be expected to (C) constitute an unwarranted invasion of personal privacy, and (E) disclose techniques and procedures for law enforcement investigations or prosecutions, or would disclose guidelines for law enforcement investigations or prosecutions if such disclosure could reasonably be expected to risk circumvention of the law.

If you are dissatisfied with my action on this request, you may appeal this partial denial within 60 days of the date of this letter by writing to the Director, Office of Information and Privacy, United States Department of Justice, Flag Building, Suite 570, Washington, D.C. 20530.
Both the letter and the envelope should be clearly marked “Freedom of Information Act Appeal.” In the event you are dissatisfied with the results of any such appeal, judicial review will thereafter be available to you in the United States District Court for the judicial district in which you reside or have your principal place of business, or in the District of Columbia.

Sincerely,

William E. Bordley
