This is a request under the Freedom of Information Act. I hereby request the following records:

Any and all correspondence, written or electronic, specifically regarding the National Security Agency facility at Camp Williams, including but not limited to its construction or maintenance, between the Army Corps of Engineers, and representatives or subsidiary agencies of the Salt Lake County, Utah county government from January 1, 2009 up to the receipt of this request.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

was not responded to by the Sacramento district. I'm not sure if you are referencing requests FA-15-0052 or FA-15-0069, which were completed. But neither of those requests asked for the specific documents I'm asking for here.

Mr. Green,

By email dated February 27, 2016 this office received your inquiry regarding
some Freedom of Information Act (FOIA) request's that you believe the
Sacramento District has failed to responded.

The Electronic FOIA Amendments of 1996 mandates that frequently requested
materials be made available to the public.

The request you submitted is one that has been processed before and
documents have been released to the public. By letter dated July 8, 2015,
this agency explained that it has released all documents pertaining to the
above referenced subject. The Sacramento District does not have in its
possession any additional documents to release. Any documents that may have
been found originating from other agencies have been forwarded to those
agency for review and determination of release. If applicable, those
agencies have been instructed to respond to you directly. It is impossible
for the Sacramento District to search for responsive documents located
outside of its jurisdiction. The fact that the agency has not processed your
request does not mean that your request is being denied. A request is
considered a "denial" when an initial determination has been made to not
release any part of a record or records in response to a FOIA or in the
event that no records are found to be responsive. The requirements of an
agency to process a FOIA "do not begin to apply until an agency receives a
proper FOIA request -- one that reasonably describes the records sought and
complies with [Department of the Army] published rules regarding procedures
to be followed." (Jean-Pierre v. BOP, 880 F. Supp. 2d 95 (D.D.C. 2012)). As
stated above, this agency has provided all documents in our possession
regarding the above referenced subject to you and the public. There are no
additional documents to release.

From your emails it seems that you seek documents pertaining to the NSA;
therefore, I suggest you send a FOIA request directly to that agency.
Additionally, I would like to remind you that The Omaha District was not
involved with the NSA Utah Data Center at Camp W.G. Williams National Guard
Post; therefore, can only refer your request back to the Sacramento
District.

Currently, you do not have any open FOIA requests with this office because
you have been provided with all documents in the Sacramento Districts
possession that were responsive to your request. The emails recieved below
are considered duplicate requests and will be treated as such.
