A copy of documents responsive to the request.
From: Emma North-Best
I am appealing the integrity of the search, the integrity of the withholdings and the decision to provide non-responsive documents merely to pad the Agency's FOIA stats. A review article is NOT responsive to the request as filed. Some of the withholdings are improper, and would not, as the Agency implies, reveal protected sources or methods. The Agency's blatant failure to segregate releasable material is improper on the face of it. Everything about this release is improper.
