## Background ##

At a public [meeting][1] of Kent City Council on August 15, 2017, members discussed a bill to place a six-month moratorium prohibiting supervised consumption spaces ("SCSs," also known as safe consumption spaces, community health engagement locations, or CHELs) in the city of Kent (agenda item 8B; ordinance 4250).

At approximately 2 hours and 35 minutes into the meeting, during discussion of a motion to pass the moratorium, council member Dana Ralph [stated][2] that "there are conflicting reports on these things" [and that][3] she had seen both reports indicating that there is increased crime around SCSs and reports that there is no increase in crime around SCSs.
