Pursuant to the Colorado Open Records Act, I hereby request the following records:
1) Data detailing the location, ownership information, and status of all 5G-enabled small cell installations in the city as of the date this request is completed. This dataset/spreadsheet should include, where available, the following data fields:
- Longitude & latitude of 5G small cells
- Street address of 5g small cells
- The name of the company that owns the small cell
- The status of the installation (i.e., pending approval, already installed, etc.)
- Installation date
- Fee paid
- Term of installation (i.e., 5 years, 10 years, etc.)
- Any other relevant data fields the department tracks
2) All department strategic plans or comparable documents describing the city's goals, procedures, and policies regarding 5G deployment.
3) All contracts, memorandums of understanding, or comparable agreements between the department and 5G vendors.
I ask that all fees be waived as I am a journalist and intend to use the requested records to publish articles in the public interest. In the event you choose to impose fees, I request a detailed breakdown of the fees, including the hourly wage of each employee involved and an explanation justifying the employee hours required to fulfill the request.
Should you choose to reject this request or redact portions of responsive documents, I ask that you provide a detailed breakdown of the statutory exemptions and associated case law underlying your decision to withhold each/any portions from public review.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 3 business days, as the statute requires.

Aside from initial application fees ( Each individual Small Cellular location pays an ongoing $200 annual Encroachment Permit fee.
As per https://www.denvergov.org/files/assets/public/doti/documents/permits/doti-pt-123.4-small_cell_freestanding_antenna_pole_row_permit.pdf, Processing & Permit Fees for all Small Cell locations are paid separately as follows:
▪ Encroachment Permit Processing fee, due at time of application: $2,100.00 if Tier III Master Encroachment Resolution; or, $1,500.00 if Tier II Encroachment Permit, plus…
▪ Utility Plan Review Processing fee, due at time of application: If 1 new pole location = $320.00 If 2 new pole locations = $640.00 If 3-10 new pole locations = $1,000.00 plus…
▪ An ongoing Annual Permit fee is assessed at $200.00 for each freestanding Small Cell pole location
- Term of installation (i.e., 5 years, 10 years, etc.)
