1) All emails exchanges–including incoming messages, outgoing messages, forwards, and attachments–between the department's chief/commissioner and ShotSpotter representatives since January 1, 2021. ShotSpotter representatives can be identified by searching the department's email system for addresses ending in "@shotspotter.com."

2) All emails exchanges–including incoming messages, outgoing messages, forwards, and attachments–between the department's public information and/or media relations staff members and ShotSpotter representatives since January 1, 2021. ShotSpotter representatives can be identified by searching the department's email system for addresses ending in "@shotspotter.com."

I ask that all fees be waived as I intend to use the requested records to further public understanding of government functions and not for any commercial purpose.

In the event that you choose to withhold or redact the records, I ask that you provide a detailed explanation of the statutory and/or case law upon which each rejection or redaction is based.

I am a journalist employed by The Markup, a nonprofit newsroom with national circulation. I intend to use the requested records to publish articles that further the public's understanding of government functions, in this case, the police bureau's use and/or consideration of a policing tool.

2) How will the information benefit the wider public? (Please explain how this specific information assists the public given the information already provided to the public on this topic);

The policing tool in question would be funded by taxpayers and used on citizens of Portland therefore any further information about its use and efficacy will benefit the taxpayers and their elected representatives.

3) How do you or your organization intend to disseminate the information to the wider public?

As previously stated, I'm a journalist employed by The Markup. We will publish articles based on the requested records on our website.

The City may be the custodian of at least some of the requested public records and the estimated fees are reflected on the invoice.  15 business days after the deposit is paid, the records will be ready. However, they will not be provided until the final amount is paid.  If the final amount incurred is less than the estimate, you will only be charged actual costs.  If the work significantly exceeds the estimate, the City will contact you with a new estimate. To confirm, we are searching the following locations: Email (Includes archives): All PPB for the following search terms: "@shotspotter.com" and date  range: 01/01/2021 to 05/15/2022.  If this search is incorrect or you would like to make any changes, please notify us immediately.  If you do not make changes, paying the estimate is confirmation of these proposed search parameters.
The requested email search will be conducted on PPB's mail server which can search multiple email accounts with a single search and without identifying specific accounts.  However, because of space limitations, PPB employees must archive their individual accounts therefore moving the mail to an archive file.  Archive files cannot be searched en masse.  If you want a search of archived content, you must identify the individual email account to be searched and an estimate to search that account's archive will be provided.
By paying the 50% deposit, you are confirming this estimate and agreeing to pay the cost of fulfilling this public records request according to the conditions set forth by the City.  The costs may include the cost of locating records, reviewing records to redact exempt material, supervising the inspection of records, copying records, certifying records and mailing records, including the cost of searching for records.  We will not be working on your request until we receive the 50% deposit.

The requested records are attached or available online at the Portland Public Records Request Center by going to "My Public Records Request Center" - "View My Requests" - and clicking the button "View Files." Some of the record may contain redactions. These records are redacted under ORS 192.355(9). You paid the full amount on your invoice $181.99 the request actually took about 2.5 hours @48.53. So the actual cost should have been $121.33. Fee waiver was approved @25%.
