2) All emails exchanges–including incoming messages, outgoing messages, forwards, and attachments–between the department's public information and/or media relations staff members and ShotSpotter representatives since January 1, 2021. ShotSpotter representatives can be identified by searching the department's email system for addresses ending in "@shotspotter.com."

I ask that all fees be waived as I intend to use the requested records to further public understanding of government functions and not for any commercial purpose.

In the event that you choose to withhold or redact the records, I ask that you provide a detailed explanation of the statutory and/or case law upon which each rejection or redaction is based.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

The Houston Police Department (HPD) has reviewed the information you have requested.  It has been determined that we are able to compile the information you have requested; however, it is not something that is readily available nor is it normally compiled.  As such, there are additional costs associated with this request in order to provide the requested information.

Therefore, we will release the information to you. However, we have determined that the charges to comply with your request will exceed $40. Therefore, the following is provided pursuant to section 552.2615 of the Local Government code and section 70.7 of the Office of the Attorney General (OAG) cost rules.

Hello,

Thank you very much for your help, but could you please review your fee request and provide a revised estimate or explanation?

To begin with, the labor fee you included is incorrect based on the hourly rate and hours listed: 4 hours x $15/hour = $60, not $72.

Secondly, could you please explain how you arrived at your estimate that it will take 20 minutes of mainframe CPU processing time to complete this request? That is, quite frankly, an insane amount of processing time given the task in question. As Texas Administrative Code §70.3(h)4 states: "CPU time, can be read directly from the CPU clock, and most frequently will be a matter of seconds."

Please confirm that you have received this response and let me know whether you intend to revise your estimate.
