To Whom It May Concern:

Pursuant to the Florida Sunshine Law, I hereby request the following records:

1. Please provide any documents or records (including, but not limited to dispatch logs, call logs, warnings, citations, and incident and/or traffic reports) reflecting how many people were held pursuant to a detainer request from U.S. Immigration and Customs Enforcement (hereinafter “ICE”) in your county between July 1, 2018 and June 30, 2019. For purposes of this request, the ICE detainer request may include, but is not limited to, the receipt of the following forms: Form I-247 Immigration Detainer- Notice of Action, Form I-200 Warrant for Arrest of Alien, Form I-205 Warrant of Removal/Deportation.
a. Please also provide the records or documents reflecting the individuals who were eventually transferred to ICE custody.

2. Please provide any documents or records (including, but not limited to dispatch logs, call logs, warnings, citations, and incident and/or traffic reports) reflecting how many people were held pursuant to a detainer request from ICE in your county from July 1, 2019 to the present. For purposes of this request, the ICE detainer request may include, but is not limited to, the receipt of the following forms: a Form I-247 Immigration Detainer- Notice of Action, Form I-200 Warrant for Arrest of Alien, Form I-205 Warrant of Removal/Deportation.
a. Please also provide the records or documents reflecting the individuals who were eventually transferred to ICE custody.

3. Copies of any agreement or agreements that your county has with a federal immigration agency, including but not limited to ICE and U.S. Customs and Border Protection (“CBP”). Such agreements may include, but are not limited to a Basic Ordering Agreement, Warrant Service Officer Program Agreement, Memorandum of Agreement, agreement authorized by Section 287 of the Immigration and Nationality Act (U.S.C. s. 1357), or any successor or similar agreements.

4. Does your Sheriff’s Office/Department track or otherwise record the race, ethnicity, national origin, citizenship status, or alienage of motorists, cyclists, or other people who are stopped by your Sheriff’s Office/Department for any traffic infraction or crime, including a suspected traffic infraction or suspected crime?

5. Please provide any written policies, training, memoranda, and other guidance regarding the enforcement of any federal immigration laws or Chapter 908 of the Florida Statutes.

6. Please provide:
a. any documents or records that reflect the number of people of each identified race, ethnicity, national origin, citizenship status, or alienage who were stopped by your Sheriff’s Office/Department for any traffic infraction or crime, including a suspected traffic infraction or suspected crime between July 1, 2018 to June 30, 2019; and

b. any documents or records that reflect the number of people of each identified race, ethnicity, national origin, citizenship status or alienage who were stopped by your Sheriff’s Office/Department for any traffic infraction or crime, including a suspected traffic infraction or suspected crime from July 1, 2019 to the present.

7. Please provide any documents or records relating to any policy or practice of your Sheriff’s Office/Department to screen for U.S. citizenship before complying with an immigration detainer from ICE. Please include any documents or records relating to any in-person, email, or telephonic discussions regarding the detention of U.S. citizens due to an immigration detainer request. For purposes of this request, the ICE detainer request may include, but is not limited to, the receipt of the following forms: Form I-247 Immigration Detainer- Notice of Action, Form I-200 Warrant for Arrest of Alien, Form I-205 Warrant of Removal/Deportation.

8. Please provide any documents or records related to officers, agents, employees, or deputies contacting federal immigration authorities, including ICE or CBP, when they learn of individuals they suspect of violating immigration laws. Please include any documents or records on whether officers, agents, employees, or deputies of your Sheriff’s Office/Department notify ICE or CBP of people who report being victims of domestic violence.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
