Pursuant to the California's Sunshine Amendment (Cal. Const. Art. I, § 3(b)), I hereby request the following records:

All police records, call logs, blotter entries, closed investigation files and/or reports generated since January 1, 1995 pertaining to any incidents that occurred at the Narconon drug and alcohol rehabilitation facility located at 262 Gaffey Road, Watsonville, CA 95076. This facility is currently registered with the state as "Halcyon Horizons, Incorporated" but has also been known to operate under the following business names:

Narconon of Northern California
Narconon Redwood Cliffs
Narconon Watsonville
Narconon Vista Bay
Vista Bay Watsonville

I also request that, if appropriate, fees be waived as I believe this request is in the public interest due to the numerous civil lawsuits currently pending against this controversial Scientology-based drug rehab franchise for allegations of negligence, fraud, breach of contract, etc. Disclosure of the records I am seeking will greatly aid the public's understanding of what is happening at this non-profit organization, and how public service agencies operate when dealing with such a facility. The California Constitution Article 1, 3(b) you referenced refers to the right of the people to have access to information concerning the conduct of the people’s business, and, therefore, the meetings of public bodies and the writings of public officials and agencies shall be open to public scrutiny.
The release of law enforcement records are protected by the California Public Records Act, 6254(f)GC and are not public records.
I can provide you with a list of calls to the 262 Gaffey Rd address going back to 2005. I have audio of dispatch calls for 2015. Any audio prior to that are not retained. There is a $25 fee to copy them to a disk.

The email address you have been using is not a valid address, the user has not worked here since 2014.
Please advise if you are interested in the list of calls and the audio.
