Pursuant to the California Public Records Act (California Government Code §§ 6250), I hereby request the following records:

The "enCampment" data system maintained by GSA-Public Works, described in SF OpenData records as "Tracking homeless encampment location and timeframes." Specifically, a record layout for the database and a data dictionary for any codes used in the database.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.

Dear Mr. Higgins,

I am confirming that we received your Public Records Request yesterday, which we assigned as #16-400. In your request, you asked for the following:

· An encampment database maintained by GSA-Public Works. Including, a record layout for the database and a data dictionary for any codes used in the database.

If I misunderstood your request, please let me know immediately.

Our department will identify and compile the requested information. The Sunshine Ordinance requires departments to respond as soon as possible or within ten calendar days from receipt of any records requests. Therefore, we will contact you as soon as the responsive documents are ready for you to view and will do so on or before Monday, September 5, 2016, as permitted by San Francisco Administrative Code § 67.21(b) and California Government Code § 6253(c).

Please note that the Public Records Act requires an agency to make available to any person a copy of an “identifiable record or records” in its possession, unless the record is specifically exempt from disclosure. (Please see California Government Code § 6253(b).) The City’s obligation under the Sunshine Ordinance, like the Public Records Act, is to produce public records in its custody. (See San Francisco Administration Code § 67.20(b).) There is no requirement that a department or officer construct a document to meet the specifications of the request.

Dear Mr. Higgins,

I am responding to your public records request #16-400. Attached please find the most recent version of the database. The data dictionary is located on the final tab of the spreadsheet. Please note, as listed in DataSF, this project is currently in beta. Surveys in the field have not been completed consistently and some entries may be tests to determine the functionality of the system. It looks like the last entry was made on June 29th. Please let me know if you have any additional questions, otherwise we will consider this request complete.
