To Whom It May Concern:

Pursuant to the Freedom of Information Act, I hereby request the following records:

The Office of the Secretary of Defense put a proposal online in April of this year. In it, the office stated "The Department of Defense's (DoD) Rapid Reaction Technology Office (RRTO) will conduct a Solutions Meeting to support efforts to enhance the defense and protection of critical weapon systems. The Solutions Meeting will take place in Summer 2019 in McLean, VA. The Meeting provides selected innovative companies with an opportunity to make short technical presentations to government representatives about their technologies and products. There is a potential for companies to be selected for pilot projects or experimentation if their technology appears to match the DoD's needs."

I am requesting a copy of all companies that submitted an application for the Solutions Meeting. In particular, the DOD stated "Companies interested in participating in the Solutions Meeting should submit an application to RRTO Innovation via e-mail to osd.pentagon.ousd-atl.mbx.rrto-innovation@mail.mil. " In particular, there should be emails with the Email subject line “JAIC Solutions Meeting Application” per DoD's instructions.

I am seeking the full emails of all vendors who sent a proposal between April 1st 2019 and August 1st, 2019.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Sincerely,

Freddy Martinez

Good afternoon Mr. Martinez,

This is in response to your December 2, 2019 inquiry regarding the status of your request.

It is our policy that each request receives prompt attention, and every effort is made to treat all requesters equally. Please note that your request was tasked to a component for search. Unfortunately, the search for the requested records has not been completed. As stated in our interim response, our administrative workload was 3,083 open requests at the time we received this request. Please understand our problem with the volume of requests. Once I receive the response from the agency conducting the search, I will act on your request as soon as possible and respond directly to you. I have also requested an estimated completion date from the component conducting the search and once I hear from the component, I will update you with that date. I apologize for any anticipated delay in responding to your request.

If you have any additional questions, please contact me.

Good Morning, Mr. Martinez,

I apologize for the delay in providing an estimated completion date regarding your FOIA request 20-F-0167. I have discussed this matter with all components that may have equities regarding your request. The final subcomponent is actively working on a response and is currently estimating the completion date to be January 17th, 2020. Please know that this is only an estimate and can be subject to change in either direction. If this date does change, I will notify you as soon as I am aware.

Very respectfully,

Good Morning, Mr. Martinez,

The component just reached out to me and asked for a clarification. It seems the individuals working your case have two different interpretations of your request. Are you looking for full-text and body emails or the full email addresses of participants?

Very Respectfully,

Hi Laura,

Ideally we would like the full text and body emails and the vendor names who sent the email. I suspect that the vendor's name might still be in the body of the email, so we can process the request as looking for the body of the emails for now. If we have additional questions later on, we can send a follow up FOIA or confer with your office once again.

Thank you,
Freddy Martinez

From: Department of Defense, Office of the Secretary of Defense

Dear Mr. Martinez,

So, unfortunately, the initial ECD was based on the alternative understanding. They have informed me it will take much longer to review the full emails. I will keep you updated as things progress or if they have additional questions. We apologize for the delay in processing your request.

Very respectfully,

Good afternoon, Mr. Martinez,

Additional question: are you just looking for the names of the companies that participated in the meeting? Or, put another way, would a record with a full list of the participating vendors satisfy your request?

Hi Laura,

I do not think a list of the participating vendors would fully satisfy our request. We are very much interested in that information, but we are also seeking a further wider set of records. We would also be interested in the "short technical presentations to government representatives about their technologies and products" (where available). If that is not available, a copy of the emails records (and the participating vendor names) would satisfy our request.

We are happy to discuss further,
Freddy Martinez

Fisher, Stephen L CIV WHS ESD (US) would like to recall the message, "[Non-DoD Source] RE: Freedom of Information Act Request: RRTO pitches".

From: Department of Defense, Office of the Secretary of Defense

Mr. Martinez,

This is why we provided you with the option to use their website to contact them, as they would work with you on the information that you need and help you get what you are looking for at a much faster process then going through the FOIA. This way you will be able to get information directly from them with the parameters that you are looking for. This going back and forth trying to figure out a way to narrow your scope and get you the info you want seems to me could be done a lot faster if you were dealing directly with them. They have provided that avenue and we have forwarded that to you in a previous email. If you would try that and see if this gets you the info you want I think you will find it is much easier and faster. Then you can let us know if it satisfies your request and if it does we can close it out on this end. I hope this makes since and Laura can re-send you the website info again if need be.
Thanks,

Stephen L. Fisher
