Pursuant to Wisconsin's Open Records act, I hereby request the following records:
A log of public records requests submitted to the Department of Public Instruction that lists the date of request, the requester's name, the requester's organizational affiliation, a description of the request and the date the request was filled. Ideally I would like this information for the period from 2004 to the present.
The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, and is made in the process of academic research and not for commercial usage.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Dear Mr. Peterson:
I am responding to your public records request. First, the department's Office of Legal Services maintains a list of public records requests. However, we only have lists for 2013 - 2016. I have attached PDFs of those lists. Please note that I redacted any personally identifiable student information pursuant to the Wis. Stat. § 19.31 balancing test. In conducting the test, I determined that the strong public interest in protecting pupil information outweighs the public's interest in released this information, as demonstrated by numerous state and federal laws (e.g., Family Educational Rights and Privacy Act, Wis. Stat. § 118.125). Pursuant to Wis. Stat. § 19.35(4)(b), I am required to inform you that since your request was made in writing, the department's decision to redact this information is subject to review by mandamus under Wis. Stat. § 19.37(1), or upon application to the attorney general or to your local district attorney.
Second, the department may have other lists. However, I would need to conduct a search to determine whether we do have such lists and to locate them. I conservatively estimate that it would the actual cost to locate the records exceeds $50. Therefore, the department would require prepayment of location costs prior to conducting the search. If you want the department to proceed with the search, please let me know by Friday, April 15, 2016. If I am notified by that date, I will provide you with an invoice of the estimated location costs. If I am not notified by that date, I will consider your request completed.
