Pursuant to the Indiana Access to Public Records Act, I hereby request the following records:
A log of public records requests submitted to the Department of Education that lists the date of request, the requester's name, the requester's organizational affiliation, a description of the request and the date the request was filled. Ideally I would like this information for the period from 2004 to the present.
The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, and is made in the process of academic research and not for commercial usage.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you for contacting the Indiana Department of Education ("Department"). This acknowledges and confirms your March 8, 2015, records request of the Department for "public records request log."
The Access to Public Records Act ("APRA") requires that a records request "identify with reasonable particularity the record being requested." I.C. ยง 5-14-3-3(a)(1). "Reasonable particularity" is not defined in the APRA, but the public access counselor has repeatedly opined that "when a public agency cannot ascertain what records a requester is seeking, the request likely has not been made with reasonable particularity." See Opinion of the Public Access Counselor 10- FC-57. This request lacks particularity can you please explain what exactly are you seeking?
Once I receive additional details from you, I will begin to review what responsive records, if any, the Department maintains. If you have any questions, feel free to contact me. Thanks for your response.
To clarify, I'm looking for a record of the information that the Department of Education has provided under the Access to Public Records Act. Many departments that I've contacted have maintained a spreadsheet that tracks who they have received requests from under open records law and the information that has been provided to those individuals.
In other cases departments have kept copies of the open records requests they've received and have provided me with those copies.
I'm asking for this as part of an academic research project so any information that would allow me to determine the number and types of requests for information that the Department of Education has received over the past several years would be very useful.
