We are looking for all documents related to the Plumas County contract with IBM to purchase permitting software, including the original contract, the date, implementation and maintenance costs, total cost, contract duration, and all services rendered.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.

This is in response to your e-mail request dated August 3, 2017, for "all documents related to the Plumas County contract with IBM to purchase permitting software, including the original contract, the date, implementation and maintenance costs, total cost, contract duration, and all services rendered."

Your request is unclear because of the term "permitting software. " Plumas County has no public records meeting the description of this request. By way of explanation, Plumas County's permitting software was developed in-house by County IT staff. As an in-house development we have no contract for the purchase of this system. The software used for the development of this system is the Informix 4GL suite of database solutions including a relational database and accompanying 4GL programming language. In recent years the Informix product was purchased by IBM corp. and is now marketed through them. Plumas County however purchased this development system in 1992 and has used it since to develop in-house a variety of software solutions for use by County departments.

Attached is the invoice for the annual Informix software support for Plumas County. Some information has been omitted that might compromise Plumas County’s access to support services (account numbers and login information for support services) The software support is purchased through a third party vendor (Strategy 7 corp.).
