To Whom It May Concern:
One or more people who did not identify themselves, one of whom wore a shirt bearing the text "S. Schultz," investigated most or all passengers on car 235A of the northbound Sounder passenger train from Lakewood to Seattle at approximately 8:00 a.m. on Friday, February 5, 2016.
Pursuant to RCW Ch. 42.56 (Public Records Act), I hereby request the content of all notebooks and cameras used on the job by staff who worked the aforementioned car on the aforementioned date, as well as any reports filed by those staff on that date and/or in regard to their work duties on that date.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

This will acknowledge receipt of your request for content of all notebooks and cameras used by the staff who investigated most or all of the passengers on car 235A of the northbound Sounder train from Lakewood to Seattle at approximately 8:00am on Friday, 2/5/2016 (one wore a shirt with the name S. Schultz).

We have completed our search for responsive documents to your request. Car 235A operated on the trainset that functioned as #1512. When you review the notes and reports that information will be useful in your review.
1) Attached are the written notes by from the fare enforcement officers that worked on the subject Sounder train.
2) There are no photographs on cameras used by staff. All photos are deleted at the end of each shift.
3) We are also attaching the daily report from fare enforcement and report from BNSF.

I appeal. You apparently redacted portions of the records (e.g., three lines at bottom left on page one of DOC002, seventh column of chart top right of same page) but cited no exemption to the Public Records Act in justification of such. Additionally, I requested the entire content of any notebooks used by staff on the specified day, but you apparently provided only a single page of such.

The redacted page that we provided was given to us already redacted by our security consultant. I have requested the entire notebooks for the 2 fare enforcement officers be provided without any redactions. I will contact you with a page count once I receive the notebooks.

We have collected the notebooks from the 2 fare enforcement officers, consisting of a total of 57 unredacted pages. Please send $11.45 to cover copy and mail charges ($8.55 copy + 2.90 postage). Make your check payable to Sound Transit, 401 South Jackson, Seattle, WA 98104 and reference PD16-076 on your check. Once we receive payment we will copy and mail the records to you. If you would rather review the records here at Sound Transit, please contact me to schedule an appointment during normal business hours.
If we do not receive payment or hear from you by April 4, 2016, we will conclude you no longer want access to the records.

Do you have a scanner at your office? If not, can you please point me to where you've published your regular business hours? I'll need to schedule a time to come in and borrow a desk and an electrical outlet to inspect the records and scan them myself.
