From: Andrew Free

To Whom It May Concern:

Pursuant to the Freedom of Information Act, I hereby request the following records:

On behalf of the #DetentionKills Transparency Initiative of Al Otro Lado, I request:
1. All working papers from the Report titled OIG-22-31.
2. All communications between OIG and ICE in connection with this report.
3. All communications between OIG and Nakamoto in connection with this report.
4. All communications between OIG and Congress in connection with this report.

I seek expedited processing for this request because of the ongoing threat to health, safety, and substantial due process rights documented by OIG in the report, which ICE has challenged and contested. The underlying records will help the public and migrants' advocates determine which agency is correct in the question of whether the conditions -- including staffing and hygeine -- at Torrance are fit for human habitation.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Sincerely,

Andrew Free
