Dear Joshua Eaton:

This is in response to your email dated 4/5/18 requesting information pursuant to the Freedom of Information Act (FOIA), 5 U.S.C. § 552. Your request was received in this office on 4/6/18.

You requested: All office- or department-wide emails sent or received between Jan. 20, 2017, and the date your office processes this request, inclusive.

We are unable to process your request at this time because your request does not reasonably describe the records sought under the FOIA Act.

Please specify whose email account you would like to be searched and provide a topic to narrow the search. The information you requested as written is too broad and will be burdensome. Providing specific email addresses or individuals names within the agency where you would like us to conduct our search would be helpful in completing a proper search for records. This information is required for us to proceed. In the interim, your request has been placed on hold until we receive clarification. If we do not receive the necessary information on or before April 16, 2018, your case will be administratively closed.

If you have any questions or concerns regarding the handling of your request please contact the FOIA Public Liaison at 202-401-8365 or EDFOIAManager@ed.gov<mailto:EDFOIAManager@ed.gov>.

Kind regards,

Thank you for your note. However, I think there may be some confusion over what I am requesting. I seek any and all emails that were sent to all staff within the DOE Office of Civil Rights — for example, office-wide memos or emails to an all-staff email list.

If the DOE Office of Civil Rights has an all-staff email list, I am happy to limit my request to that list. If there are other ways I can make this search less burdensome, I'd love to discuss them.

Thank you for your time and help.

Sincerely,
Joshua Eaton
