To Whom It May Concern:

Pursuant to the New York State Freedom of Information Law (1977 N.Y. Laws ch. 933), I hereby request the following records:

All complaints submitted via phone, email, mail, the NYCHA website, other online portals, or in person to the New York City Housing Authority regarding outdoor lighting at NYCHA housing developments from July 2014 to present. In particular, I'm seeking any complaints regarding mobile lights put up as part of the Mayor's Action Plan for Neighborhood Safety, announced in 2014 and expanded in 2016 (see here: http://www1.nyc.gov/office-of-the-mayor/news/242-16/mayor-de-blasio-pioneering-study-how-outdoor-lighting-reduces-crime).

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

Sincerely,

Ethan Chiel
