The requested documents will be made available to the general public, and this request is not being made for commercial purposes. I am a reporter for The Hill in Washington D.C., and the documents will be separately made available on the MuckRock website.

Pursuant to Delaware FOIA Regulation 3.1.2 the Office of the State Election Commissioner requires additional information such as type of records, dates, parties to correspondence, and subject matter of the requested records…”
I initially responded to Joseph Uchill’s request dated August 16, 2016 on August 25, 2016. The provided e-mail address (requests@muckrock.com) received the e-mail message on August 25, 2016. However a duplicate request was sent from (requests@muckrock.com) on September 09, 2016 requesting the identical information as outlined in the August 16, 2016 request.
The content of the e-mail responses that were sent to Joseph Uchill on August 25, 2016 and on September 09, 2016 are attached. Each response sent to Joseph Uchill (requests@muckrock.com)<mailto:requests@muckrock.com)> requested additional clarification.
The body of the e-mail stated the following :
“…The Office of the State Election Commissioner is in receipt of your request dated August 16, 2016.
The Office of the State Election Commissioner is responding to you on August 25, 2016.
Pursuant to Delaware FOIA Regulation 3.1.2 the Office of the State Election Commissioner requires additional information such as type of records, dates, parties to correspondence, and subject matter of the requested records…”
On September 09, 2016 I responded to Joseph Uchill at (requests@muckrock.com<mailto:requests@muckrock.com>) requesting that additional information be provided to research the request.
The body of the e-mail stated the following :
“I initially responded to your request dated August 16, 2016 on August 25, 2016. You received the attached e-mail message on August 25, 2016. However you are responding today September 09, 2016.
The content of the e-mail that was sent to you on August 25, 2016 is contained in the attachment. I requested additionally clarification.
The body of the e-mail stated the following (see attached):
‘…The Office of the State Election Commissioner is in receipt of your request dated August 16, 2016.
The Office of the State Election Commissioner is responding to you on August 25, 2016.
Pursuant to Delaware FOIA Regulation 3.1.2 the Office of the State Election Commissioner requires additional information such as type of records, dates, parties to correspondence, and subject matter of the requested records…’”
The provided e-mail address (requests@muckrock.com) was sent the response e-mail message on September 09, 2016.
However a duplicate request was sent from (requests@muckrock.com) on September 26, 2016 requesting the identical information as outlined in the August 16, 2016 and in the September 09, 2016 request.
Please inform the Office of the State Election Commissioner if these request are valid and provide a response with the additional clarification to research your request.
