This is a request under the Freedom of Information Act. I hereby request the following records:
I request all communications between NIST and the NSA during the past five years.
My last phone conversation with NIST indicated a willingness to spend thirty hours search through the desk drawers of NIST staff members to fulfill a more limited FOIA request for searching for communications between NIST and the NSA limited to Keccak. I request an equally rigorous search for interagency communications between NIST and the NSA.
I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Please see the attached letter addressing your request for a fee waiver which explains that we need additional information on three of the six factors used to consider the determination as to whether or not your request satisfies the statutory standard 5 U.S.C. § 552 (a) (4) (a) (iii).
We look forward to hearing from you while we proceed with estimating the fee to process your request.

For fee waiver factor 2: The information itself is a topic of discussion on forums and of news articles.

This acknowledges receipt of your request for an updated status of your clarified January 6, 2015, Freedom of Information Act (FOIA) Request #DOC-NIST-2015-000444 submitted to the National Institute of Standards and Technology (NIST) in which you requested “all communications between NIST and the NSA during the past five years regarding the SHA-3 competition.”
