To Whom It May Concern:

Pursuant to the Illinois Freedom of Information Act., I hereby request the following records:

Any and all written records (including but not limited to hard-copy documents, memos, emails, word processor documents, PDF documents, PowerPoint files, etc.) created, received, FWDed, CCed, or BCCed by members of the Niles police department between March 22, 2018 and the date this request is processed (inclusive of those dates) regarding the "Affirmation of Shared Principles" authored by the National Association for the Advancement of Colored People (NAACP) and the Illinois Association of Chiefs of Police (IACP).

Niles Police Chief Tigera signed onto the Affirmation of Shared Principles and Niles PD is listed as an adopting agency on the Illinois Association of Chiefs of Police website current as of this date 12/31/2020.

In the recent spring of 2020 Chief Tigera approved an anti-Black "thin blue line / blue lives matter" face mask for officers to wear. This happened during the heightened racial tensions due to police violence waged upon Black people and the uprising in support of Black Lives Matter. Over 200 Black people were murdered by police in 2020 alone.*

We are interested these documents for the accountability process and the understanding between Chief Tigera of the Niles PD and the IACP & NAACP by way of the Affirmation of Shared Principles agreement.
