Pursuant to the New Hampshire "Access to Government Records and Meetings" Statute (RSA Ch. 91-A), I hereby request the following records:

Training plans submitted by New Hampshire Police Departments and Emergency Services Units to the Department of Defense's NH state coordinator, Captain William R. Haynes, for the use of 1033 equipment and vehicles - as described in the below statement from Michelle McCaskill, spokesperson for the Defense Logistics Agency:

"It has always been the responsibility of each state’s designated coordinator to ensure that each and every Law Enforcement Agency (LEA) is trained on the equipment they received from the 1033 program. LEAs are required to certify to DoD through the state coordinator they have a training plan for an asset that requires specialized training, to include armored vehicles and aircraft, before the equipment is issued. LESO receives a copy of the plan only – the approval process is at the state coordinator level."

If any supplementary training material was included with the proposal (e.g. a powerpoint such as this: https://s3.amazonaws.com/s3.documentcloud.org/documents/2162544/responsive-documents.pdf), please consider this within the parameters of the request. With each training plan submitted by an Emergency Services Unit, please also provide any documents that list the participating police agencies and/or which departments house the vehicles and equipment that require training.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Good Morning,

I am in receipt of this request. I currently do not have any training material that has been submitted to me as the State Coordinator at this time. We are aware of the requirement and as PD’s submit requests for vehicles and other associated items that require training, the prerequisite for approval will mandate training material be provided. At this time, NH has no armored vehicles or aircraft associated with this program.
