To Whom It May Concern:
Pursuant to the New York State Freedom of Information Law (1977 N.Y. Laws ch. 933), I hereby request the following records:
- A list of all interventions (commonly known as "raids") by the Multi-Agency Response to Community Hot Spots (also known as M.A.R.C.H.), including the date and time of each intervention, the reason(s) for intervening, the name and location of business(es) targeted, the violation(s) identified, the type of license(s) revoked, the type and amount of fine(s) levied, and the participating agencies for each intervention (Police Department, Fire Department, Department of Health, Department of Buildings, etc.). This list should include all interventions since the inception of M.A.R.C.H. in the 1990s. This list should be provided in a machine-readable format.
- Any documents detailing M.A.R.C.H.'s organizational structure and procedural policies, including policies for why, when, how, and where M.A.R.C.H. intervenes, as well as official strategies for increasing the effectiveness of interventions.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

The Department of Health is currently processing your request. We apologize for any delay. We receive between 400-500 FOIL requests per month. In response to any FOIL request, our office performs a diligent search for responsive documents. Any responsive records received from program must be reviewed and potentially redacted for responsiveness, FOIL exemptions, and legal privileges. This can be time consuming.
