Pursuant to the Freedom of Information Act, I hereby request the following records:

I would like to obtain all emails sent to, from, or copied to milagros.reyes@ci.irs.gov, from January 1, 2016 to Present Day, containing at least one of the following the non-case-sensitive key-strings: "whistleblower"

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

To whom this may concern, I am still interested in receiving these documents and therefore wish to submit this appeal/modification of the request:

1.) You may ignore information/records that has personal information of third parties;
2.) You may ignore information/records that are considered newsletters, spam, or junk mail;

For your reference, I am not looking for information or details about specific IRS Whistleblowers. Instead, I am looking for information and records about how the IRS talks about Whistleblowers, deals with Whistleblower claims, or other agency communications with the text "whistleblower".

To help clarify my request, you may limit the search From January 1, 2016 to June 1 2016.

It is still unclear why this request is not valid, the IRS honoured a mechanically equivalent request here: https://www.muckrock.com/foi/united-states-of-america-10/whistleblower-office-lee-martin-director-52666/, FOIA tracking number F18113-0042. Therefore, the position is taken that if F18113-0042 was processed, this request should be processed too.

However, to help facilitate the release of records, I am willing to:

1.) Reduce the time frame from "January 1, 2016 to Present Day" to January 1, 2016 to January 1, 2018";
2.) You may ignore newsletters, junk, or spam;
3.) You may also ONLY disclose emails that milagros.reyes@ci.irs.gov responded, for example, limit your search to only 'sent' emails.
4.) All personal information may be redacted and it is not necessary to disclose attachments.
