He gave the file numbers 100-HQ-14601, 100-HQ-160780, 100-HQ-367557, 100-HQ-11461. Regardless of whether these files ultimately relate to White, I request their contents in full.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

I am writing in preliminary response to your Freedom of Information Act
request of October 16, 2017 for records in the custody of the National
Archives and Records Administration. Your request was received in this
office on October 17, 2017 and assigned FOIA case number 54585.

You request access to four files identified by the FBI as potentially
responsive to your request for records relating to Mark White.

1. 100-HQ-14601. My initial assessment confirms that Wilhelm Reich is in
fact the subject of this file. The file has an estimated 300 pages,
compiled as part of an internal security investigation conducted between
January 6, 1940 and March 17, 1975.

2. 100-HQ-160780. My initial assessment confirms that William Reich is in
fact the subject of this file. The file has an estimated 400 pages,
compiled as part of an internal security investigation conducted between
November 15, 1942 and July 30, 1971.

3. 100-HQ-367557. My initial assessment confirms that Jane O'Neill is in
fact the subject of this file. The file has an estimated 80 pages, compiled
as part of an internal security investigation conducted between January 1,
1950 and August 6, 1952.

4. 100-HQ-11461. FBI indicates that 100-HQ-11461 was destroyed on December
28, 1979 in accordance with the approved records control schedule.

None of the three extant files (100-HQ-14601; 100-HQ-160780;
and 100-HQ-367557) appear responsive to your request for files relating to
Mark White, but you request a review of their contents regardless. The
three files together amount to approximately 780 pages of materials.

Requests for FBI case files that exceed 500 pages are assigned to our
second-tier processing queue. To give you an indication of our existing
backlog, we are currently processing requests received in August, 2012.

*While we are happy to process your request for all of the files, we would
like to offer you the opportunity to narrow your request and potentially
reduce the processing time.* Requests for FBI case files that do not exceed
500 pages are assigned to our first-tier processing queue. Taking into
consideration our existing backlog, the estimated time required to complete
the processing of a tier 1 request is approximately 24 months from the date

I have not received a response to my emails of October 19th and November
1st regarding FOIA case number 54585. Additionally, I contacted Muckrock on
November 7th and asked that my contact information be forwarded directly to
you.

Your original request of October 17th was for FBI cases 100-HQ-14601,
100-HQ-160780, 100-HQ-367557 and 100-HQ-11461. FBI indicates that
100-HQ-11461 was destroyed on December 28, 1979 in accordance with the
approved records control schedule. The remaining three cases amount to
approximately 780 pages collectively. Requests for FBI case files that
exceed 500 pages are assigned to our second-tier processing queue. To give
you an indication of our existing backlog, we are currently processing
second-tier requests received in December, 2012.

Without a decision from you to potentially narrow your request and make it
eligible for our faster first-tier processing queue, I am today placing
your request in our second-tier processing queue. Regardless, you retain
the right to direct a change to the shorter first-tier queue in keeping
with the options I outlined in my email of October 19th. All that is

FOIA tracking number 51940.

This file was previously requested and recently reviewed for another
requester. I have completed a line-by-line review of FBI file 100-HQ-14601 and
released information to the greatest extent possible. The file has been
redacted to protect the personal privacy of living individuals per 5 USC
552 (b)(6); protect the personal privacy of living individuals in law
enforcement records per 5 USC 552 (b)(7)(C); protect the identities of
confidential sources per 5 USC 552 (b)(7)(D); and protect information
exempted from disclosure by statute per 5 USC 552 (b)(3). The relevant
statute in support of this (b)(3) withholding is 50 USC 3024 (i)(1), which
protects sensitive intelligence sources and methods. A summary of the
results of my review is provided below:

FBI file 100-HQ-14601: 263 total pages; 253 pages released in full, 9 pages
released in redacted form and 1 page held in full.

You or your designated representative may view a redacted version of the
file in Room 4000, the reading room operated by the Motion Pictures Branch
at our College Park facility. Please contact Jessica Hartman (
Jessica.Hartman@nara.gov <Rebecca.Calcagno@nara.gov>) at least one week in
advance of your visit to arrange to see the file. When you arrive in the
reading room, staff will provide a CD/DVD with a copy of the file in PDF
format that can be transferred to a blank CD/DVD or to your personal
storage device. There is no charge to transfer the file, unless you need to
purchase a blank CD/DVD in the reading room.

If you are unable to schedule a visit to our College Park facility, the
standard rate for reproduction orders is $0.80 per page, regardless of

Your request for FBI files 100-HQ-160780 (~400 pages) and 100-HQ-367557
(~80 pages) are still open. Due to the fact that your request is now less
