Pursuant to the Missouri Sunshine Law and the Missouri Public Records Law, I hereby request the following records:

All RFP/bid requests, signed contracts, policy documents, and staff email communications regarding and mentioning a new inmate video chat system installed in the Jefferson County Jail.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 3 business days, as the statute requires.

I contacted the county Contracts and Grants Office and they said you can find the RFP and signed contract on the county's web site at no charge.
The web site is www.jeffcomo.org

Hi, Mr. Allen,

Thank you for your prompt response. I have searched the the county's website and cannot find any documents detailing the terms of the contract service between the county and Securus.

For example, I am looking for service policies (but not limited to) that outlined in a St. Louis Post-Dispatch story: http://www.stltoday.com/news/local/crime-and-courts/jefferson-county-jail-chooses-video-visits-over-face-time/article_31294601-cfdf-5442-b71a-4bb9698d6819.html

An excerpt of the story with policy examples: "Relatives and friends can schedule time to visit with inmates online, but each video session costs $6.99 per 25-minute visit. That’s an introductory fee that is expected to rise later this summer. Visitors who come to the jail also have to use the video system but won’t pay a fee. Inmates are allowed two 25-minute video visits per week from people who come to the jail but may have as many remote video sessions per week as they choose."

Whether it is a policy document or service agreement conditions of use, can you please advise me on where to find documents that detail any agreements between the county and Securus on how the service is to be used.

As to the request emails, I will direct my request to Mr. West Yates.
