Good afternoon Mr. Mocek,

This concerns your PDR, P2015-7145 that was filed on 12/2/15 for the After Action Report related to “black Friday” and Tree Lighting ceremony. There appears to be some confusion regarding this PDR (P2015-7145) – requesting the AAR; and P2015-7146 – requesting the IAP for the same incident. In P2015-7146, the IAP was provided on 3/7/2015. That PDR is now closed.

This PDR, P2015-7145, requested the AAR. Command review of the AAR was just completed on 3/16/2016 and was provided to the Legal Unit today; as such, I need additional time to review it and get it ready for release.

I anticipate providing you with the AAR on or about March 31, 2016. I apologize for any inconvenience that this may cause you.

· Intelligence Information (pages 3 & 4): Specific intelligence information which is essential to effective law enforcement is not disclosable. (RCW 42.56.240(1) and/or RCW 43.43.856) Explanation: Disclosure would reveal law enforcement techniques, capabilities, limitations, and the extent of law enforcement knowledge which would jeopardize investigations/prosecutions and/or assist individuals in criminal activity. This exemption applies to all redacted material with the exception of police frequencies. Police frequencies are redacted pursuant to the exemption cited below.

If you wish to appeal the search, production, or application of any exemption in connection with this request, you may submit an appeal in writing to SPD’s Legal Unit within ten (10) business days from the date of receipt. Be aware that this process does not apply to any substantive content of the responsive records. Please include your name and address, a copy of the redacted document and a copy of this letter together with a brief statement identifying the basis for the appeal.
