This is a request under the Freedom of Information Act. I hereby request the following records:
A copy of any files the FBI has on Ibragim Todashev, born September 22, 1985 and died May 22, 2013.
I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Due to the voluminous requests that the FBI receives on a daily, weekly, monthly and annual basis, requesters are encouraged to utilize the online option to Check the Status of Your FOIPA Request by following the instructions in the attached sample. More than 200 pages of the files provided to me are redacted or wholly deleted despite many of them being publicly available online at SAO9Documents.net. The Florida State Attorney's Investigative Report (available here: http://sao9documents.net/documents/Todashev%20Final%20Report%2003-17-14%20(OCR)%20(redacted).pdf) contains documents entirely removed (or redacted) from the files provided to me.
More specifically, the agency withheld documents related to an interview with the special agent at the scene, which are publicly available here: http://sao9documents.net/documents/Attachments%2050-71%20%28pgs.%20200-301%29%20%28OCR%29%20%28redacted%29.pdf#page=29.
In addition, the agency did not provide summaries of interviews with Todashev's neighbors, which are again publicly available at the following address: http://sao9documents.net/documents/Attachments%2072-92%20%28pgs.%20302-400%29%20%28OCR%29%20%28redacted%29.pdf#page=94.
Furthermore, the FBI frequently cited exemptions (b)(7)(E), (b)(6), and (b)(7)(C), without providing justification as to how the exemptions apply to the withheld documents or redactions.
Therefore, I recommend that you remand this request back to the FBI for a good faith review and provision of responsive documents per their transparency obligations under the Freedom of Information Act.
