Pursuant to the Massachusetts Public Records Law, M.G.L. c.66, §10, I hereby request the following records:

I would like access to all emails written between the Cambridge Police Department and the Harvard Police Department from July 2010-now.

I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by the recommendations of the Massachusetts Supervisor of Public Records. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

I expect the request to be filled in an accessible format, including for screen readers, which provide text-to-speech for persons unable to read print. Files that are not accessible to screen readers include, for example, .pdf image files as well as physical documents.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.

The Massachusetts Public Records Law M.G.L. c.66, §10, which pertains to requests for public records of this manner, requires that they be filled within 10 calendar days.

Thank you for your reply. I appreciate your detailed explanation of the requested costs for completing this request. I would like to know, however, exactly what the issue is in fulfilling this request in a .pdf format. MuckRock works frequently with government agencies, including agencies such as the CIA, which have been able to provide information in a .pdf or other digitally accessible format. I appreciate any insight you can provide on this matter.

We have reviewed your email dated September 29, 2014 to Donna Lopez, requesting the documents responsive to your public records request be produced in .pdf form. We decline to convert the documents to the form you request. Conversion of the documents requested, given that there is estimated to be about 25,000 pages responsive to this request (which is a very conservative estimate), would be very time consuming and would cause some backup of the use of the office scanning equipment. It would most likely be less expensive and less burdensome for you to convert the documents into .pdf form using your own equipment, or to contact an independent copy and scanning service, which may have larger and more efficient means of scanning and conversion. If you should have any questions whatsoever, please do not hesitate to contact me.

Hello Paul,

Thank you for your response. My initial query regarding the formatting of the requested documents was whether they could be provided in a .pdf format to begin with, rather than printed off at all.

I know your letter mentioned that you would like to prevent confidential metadata from being available for manipulation, but I don't believe should not be an issue in removing this data and converting the remaining information into a .pdf file, which is essentially a photo file.

I would like to know whether reducing my request to specific time frames within the past four years would make this request significantly easier to fulfill. Specifically, I would like emails between the Harvard University Police Department and the Cambridge Police Department between:

November 1st, 2011-January 31st, 2012
April 30th 2014-Present

Please let me know.
