Dear Shawn,

I need clarification on the FOIA request you submitted to the FTC on December 6, 2014. You ask for correspondence sent to Senator Jay Rockefeller of West Virginia and his staff concerning the FOIA Improvement Act, but you did not mention to whom this correspondence should have been sent. Please tell me which recipients you are interested in obtaining responsive documents for.

Please feel free to call me at your convenience, if you prefer.
Best regards,
Alice Bartek

Ms. Bartek —

I am not requesting correspondence to a particular individual, but rather I have described the circumstances which led to the creation of the requested documents.

That is, your FOIA staff is to use its expertise and familiarity with FCC structure to determine which staff within the FCC were most likely to correspond with the Senator regarding the bill in question.

Furthermore, depending on how FCC emails are organized, it may be unnecessary to search based on recipient at all. Again, my request is not limited to emails, but for this portion of my request, a recipient may not need to be indicated.

Please let me know if I can clarify further.

Best,
Shawn Musgrave
