I requested public records from City of Seattle. With time, City of Seattle demanded payment for those records. I promptly sent payment, indicating that it was in response to said demand for payment, and City of Seattle accepted my payment.

How the city organizes its response is your business, not mine. An internal game of musical chairs or of pass-the-buck is something I don't wish on you, personally, but it is certainly not my problem or that of any other member of the public.
