From: R. M. Seibert

To Whom It May Concern:

This is a request under the Freedom of Information Act. I hereby request the following records:

All documents on, about, mentioning, or concerning the private investigator Richard Lee Bast (October 18, 1932 - March 21, 2001), Social Security No. 578-40-9899 and the companies he founded in the greater Washington, DC area known as Redex Corporation (1970s) and International Investigations, Inc. (1980-90s). Death record: http://death-records.mooseroots.com/l/177174407/Richard-L-Bast

Please search the cross-reference and ELSUR indices, in addition to the Central Records System, when identifying responsive documents for this request.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest due to his history of being employed by the Church of Scientology for providing investigative services used to further harassment and disinformation campaigns against public officials, politicians and federal judges that have been widely reported:

http://bit.ly/1zBeOU3

Additionally, the requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, and is not being made for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Sincerely,

Ms. R. M. Seibert

Ms. Seibert,

Just to follow up further,

I did some research myself and was able to find Mr. Bast’s information on a more reputable site (We will not accept sites that can be edited by a user – i.e- Wikipedia, mooseroots, etc.)
I found this information on familysearch.org which sites the social security index.

So, to clarify, I have taken care of this for you and your request will now be considered perfected.

From: R. M. Seibert

To Whom it may concern:

This is a followup response in regards to my pending FOIPA Request No. 132392-000, and the letter dated June 9, 2015 indicating the FBI has located approximately 10,228 pages of records potentially responsive to my request.

Your preliminary findings far exceeded my expectations on this request. So I wish to take advantage of the opportunity to limit the scope of my request to only the records mentioning the subject Richard Lee Bast, which are dated during the years 1975-1989, and also includes any one of the following search criteria:

1) Mentions the keyword "Scientology"

2) Refers to former US Federal Court Judge Charles R. Richey (16 Oct 1923 - 19 Mar 1997, SSN 286-14-4651, Proof of death: http://nyti.ms/1L5LT22 )

3) Refers to former US Federal Court Judge Isaac Benjamin Krentzman Jr. (aka Ben Krentzman, 21 Mar 1914 - 29 Mar 1998, SSN 263-50-4179, Proof of death: http://bit.ly/1cCdqwU )

4) Refers to former NY attorney John Seffern (09 Aug 1924 - 05 May 1999, SSN 398-16-1505, Proof of death: http://bit.ly/1MyRMVO )

5) Pertains to the 1978-79 lawsuit BAST v. FBI, in U.S. District Court of DC, Civil Docket# 1:78-cv-01059

6) Originates from the FBI field offices in Washington DC, Norfolk VA, Los Angeles CA, Boston MA, New York NY or Tampa FL.

Please advise at your earliest convenience if these constraints are possible, and what if any impact they have on the $310 estimated amount for duplication to CD fees.

With gratitude,

Ms. R. M. Seibert
