To Whom It May Concern:

Pursuant to the Arkansas Freedom of Information Act, I hereby request the following records:

Policies, procedures and/or documents pertaining to indexing for FamilySearch, otherwise known as Intellectual Reserve, Inc. or FamilySearch International, a genealogical non-profit operated by The Church of Jesus Christ of Latter-day Saints (LDS) by inmates within facilities run by the Arkansas Department of Correction. This includes any documents regarding Family History Centers operated within such facilities, and any documents referencing LDS Correctional Services, a division of LDS. Examples of such documents include contracts between the Arkansas Department of Correction and FamilySearch, often called a "Memorandum of Understanding," with an attachment describing FamilySearch's assistance.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 3 business days, as the statute requires.

Please note that I am a citizen of Arkansas, and am using MuckRock's services to help manage and track my request.

Sincerely,

Dustin Jayroe

Dustin Jayroe (MuckRock News):

The Arkansas Department of Corrections received your FOIA requests that are attached. In the requests, you state that you are an Arkansas resident but the only addresses on the requests are not Arkansas addresses. According to Ark. Code Ann. ยง 25-19-105(a)(1)(A), FOIA requests can only be made by citizens of the State of Arkansas. Based upon your requests, it is uncertain whether you are a citizen of the State of Arkansas. If you are, please provide us with a mailing address as proof.

Thank you,

The Arkansas Department of Corrections received three FOIA requests from you and although you stated in the requests that you are a citizen of the state of Arkansas, you did not provide an Arkansas address.
