This letter constitutes an administrative appeal under the Freedom of Information Act, 5. U.S.C. Sec. 552(a)(6).
I am writing to appeal the determination by the CIA with regard to my FOIA request filed on 18 June 1028, F-2018-01940, concerning the final report of Open Source Exploitation Program, titled "Exploitation of Open Source Information", document DCIC 10012-86, March 1986. By the attached letter, the request was denied in it's entirety, citing FOIA exemptions (b)(1) and (b)(3).
I request that you review the document to determine information that could be released, despite the exempt status determination. The document would add to the historic understanding of open source activities of the CIA, which are discussed in archival documents starting from the formation of the OSS. Open source activities of FBIS are broadly documented in the CIA archive, along with several open source products of FBIS.
More recently, the Aspin-Brown Commission in its 1996 report “Preparing for the 21st Century: An Appraisal of U.S. Intelligence” discussed open source usage and development needs in the Intelligence Community in detail. In addition, Intelligence Community Directive 301 of 2006 has given a detailed blueprint about the Intelligence Community's open source organization structure and responsibilities.
Given the totality of publicly available historical and current information regarding the IC's open source activities, and the historical importance of the document in recording a key piece of the history of the CIA, I respectfully request a re-evaluation of information that could be released regarding the document identified of the original request.
