You have thrice notified me that I can reduce the scope of the request before it has been assigned to an analyst. Is it your meaning that the scope needs reducing and that this has been determined before assigning it to an analyst? Is it your contention that the request is unusually complex? I'm confused why the notice appears to have been sent three times, though I appreciate your dedication.

From: Federal Bureau of Investigation

Good morning Ms. Best,

This is in reference to your Freedom of Information Act (FOIA) request # 1343248-1-000 for FBI records concerning the Egyptian American Transport Services Corporation. We are reaching out to you to determine if you are still interested in these records, or, if at this time, you would consider reducing the size of your request from 6,858 pages to under 950 pages, which will move the request to the medium track. Reducing the size of your request may accelerate the processing and allow for a more timely receipt of the information you seek, as it could potentially place your request into a smaller, faster processing track. This may also reduce duplication costs, if applicable. Currently, there is a significant time involved in processing large track cases.

Requests are processed in the order in which they are received through our multi-track processing system, and the FBI receives a voluminous amount of requests on a daily, weekly, monthly, and annual basis. Requests are divided into two primary tracks -simple (under 50 pages of potentially responsive documents) and complex (over 50 pages of potentially responsive documents). Complex requests are further divided into medium (51-949 pages), (large 950-8000 pages), and extra-large (over 8,000 pages) sub-tracks are based upon request size.

Please contact me with regards to this inquiry to let me know if you are still interested in receiving records for this request either in full (the remaining records), or reducing the request to the medium track (not to exceed 949 pages). If you reduce the size, you can request the additional records with a new FOIA request upon completion of this one.

Thank you for your time and patience. We hope to hear from you over the next few days so we can discuss these options.

Best regards,

FOIA Negotiation Team

HOW BLOODY DARE YOU. I have responded numerous times yet you have continuously delayed the request, you never responded with a negotiator as I have already and repeatedly agreed to pay fees.

Process the whole bloody request, you annoying, disingenuous, bad-faith-acting people.

Greetings,

We received a referral from the Office of Diplomatic Security regarding records related to the Egyptian American Transport and Services. The record that was referred is a passport record. If you would like this record, please submit a notarized letter, valid identification and proof of death of the individual.

From: Emma North-Best

Dearest Teresa Williams,

There is no requirement in FOIA for "notarized letters" to prove the death of an individual, and your insistence upon it is improper to say the least. Further, you demand proof of death for an unnamed individual, making it impossible to comply. Finally, you've made no effort to segregate the information or refer to public records (as you are required to) or the agency referring the FOIA (as you are required to).

I ask that you kindly do each of these things and drop your extralegal demand for notarized letter and personal identification of the requestor and process the request as you are required to do.

From: Federal Bureau of Investigation

Greetings,
Please see below the requirements for requesting passport records.

You won't tell me the name of the person, when they're born, or any other information. You're deliberately making it impossible for me to provide you the information you requested.

From: Federal Bureau of Investigation

Greetings,

This is regarding a request you submitted to Diplomatic Security. During their search, they located passport documents. Surely, you can understand By law, I cannot release personal information regarding another individual without their consent or proof of death. If you didn't request passport documents in a certain person's name, the referred documents may have been sent to my office in error. I reviewed your request again and only saw that you are requesting documents pertaining to the Egyptian American Transport and Services. There is no particular name listed. As a courtesy, I wanted to check with you to ensure I wasn't missing anything. My office will hold this referral for 10 business days. If the required documentation is not received within 10 business days, the referral will be filed without action.

Thank you,

Your office has access to the SSA death indices, as well as obituaries. Case law establishes you are duty bound to consult those sources available to you while fulfilling a FOIA, and that this does not constitute performing research, answering questions or generating new documents.

What information do you need?

From: Federal Bureau of Investigation

A letter stating the requester must agree to or prepay assessed or estimated fees in order for the agency to continue processing the request.

From: Emma North-Best

As I previously explained on many FOIA requests, you are legally prohibited from charging me duplication for this request fees due to my news media status and your failure to respond within the time limit (you are several years past due).

From: Emma North-Best

I am appealing the decision to close the request and threaten all my other FOIA requests due to nonpayment as you are legally prohibited from charging duplication fees due to the size being less than 5,000 pages, my news media status and the Bureau's failure to respond within the time allowed by law.

I will be HAPPY to pursue this matter in court, as I have done before.

From: Emma North-Best
