Good afternoon Ms. Hill,

The 47 page file I sent yesterday contained personal information that I very much wish to protect from the public. I inadvertently sent this file without applying the redactions. In the interest of maintaining the privacy of DHS employees, I respectfully request that, should you choose to share this information on your website, you post the redacted version.

The DHS authority to protect the personal identity of DHS personnel is based on a DHS Memorandum titled “Updated Policy for Department of Homeland Security (DHS) Application of FOIA Exemption 6 to DHS Personnel Information Contained within Agency Records.” It is Department policy to evaluate the release of personally identifying information on employees on a case-by-case basis. Such review, however, must consider the factors set forth in the Supreme Court decision, Department of Justice v. Reporter’s Committee for Freedom of the Press, Reporter’s Committee decision, which held that “information that does not directly reveal the operation or activities of the federal government falls outside the ambit of the public interest that the FOIA was enacted to serve.” Furthermore, the Department must balance this value with whether the disclosure of identifying information about employees would cause a “clearly unwarranted invasion of personal privacy,” and whether the privacy interest of the employee would : and whether release outweighs the interest of the public in that information. Additionally, a case-by-case analysis may determine that intelligence components (I&A) may redact personally identifying information including employee names.

I realize that we don’t have any authority to demand that you withhold this information, but your cooperation would be greatly appreciated.
