To Whom It May Concern:
Pursuant to the Government Records Access and Management Act, I hereby request the following records:
1) A list, database, and/or spreadsheet detailing all data dictionaries held or used by the Department of Public Safety.
If your agency does not have a central record of its data dictionaries, I will accept copies of the data dictionaries themselves.
A data dictionary, sometimes called a data library, describes the data inputs for a system or database. I have attached an example data dictionary for your reference and to assist in locating responsive records.
I ask that all fees be waived as I am a working journalist and intend to use the requested records to publish articles in the public interest. In the event that you choose to impose fees, I request a detailed breakdown of the costs, including the hourly wages of any personnel assigned to process the request and estimates of how many hours the request will take them to process.
Should you choose to deny access to or redact records responsive to this request, I ask that you provide a detailed explanation of your reasoning--as required by law--citing the specific statutes and case law on which each decision is based.
I look forward to receiving your response to this request within 10 business days, as the statute requires.

The Utah Department of Public Safety is denying your request for the
following records: 1) A list, database, and/or spreadsheet detailing all
data dictionaries held or used by the Department of Public Safety.
The denial is based on the Department of Public Safety data dictionaries
being protected under Utah Code Ann. § 63G-2-305:
“The following records are protected if properly classified by a
governmental entity: (12) records the disclosure of which would jeopardize
the security of governmental property, governmental programs, or
governmental recordkeeping systems from damage, theft, or other
appropriation or use contrary to law or public policy;”
Additionally, Utah Code Ann. § 63G-2-106, would exclude those same records
from GRAMA:
“The records of a governmental entity or political subdivision regarding
security measures designed for the protection of persons or property,
public or private, are not subject to this chapter. These records include:
(1) security plans;
(2) security codes and combinations, and passwords;
(3) passes and keys;
(4) security procedures; and
(5) building and public works designs, to the extent that the records or
information relate to the ongoing security measures of a public entity.”
You may appeal this determination within 30 days from the date of this
