This is a request under the Freedom of Information Act. I hereby request the following records:

All Memorandum of Agreement (MOA), Memorandum of Understanding (MOU) or similar agreements concluded between the CIA and the NYPD between 1980 and the date this request is processed.

Such requested MOU/MOAs should include (but are not limited to) those agreements identified in the CIA Office of the Inspector General's December 2011 executive summary, "Review of the CIA-NYPD Relationship". (See https://epic.org/foia/cia/CIA-IG-NYPD-Rprt.pdf). Please note that this IG report was provided to the Electronic Privacy Information Center following a lawsuit under the Freedom of Information Act, and that the existence of the MOAs listed below are now considered to be public knowledge.

In part, the above report reads: "On 9 August 2007, [redacted] requested a full-time permanent [redacted] analyst to support NYPD-ID. A Memorandum of Agreement (MOA) was drawn up [...] The MOA documents that [redacted] would identify potential foreign leads of interest to CIA;

[....]

"Although an experienced officer who claimed she was aware of the limitations when working with local law enforcement, [redacted] had not signed an MOA at the time she was interviewed by OIG in [redacted]. During the course of the OIG inquiry, DDCIA Morell was briefed by OIG about the findings thus far, and subsequently he directed that [redacted] management ensure the MOA for [redacted] was signed. As of the date of this report, OIG has no information this has been fulfilled.

"[Redacted] an MOA was drawn up and signed, and [redacted] began his assignment to New York on [redacted] as a Special Representative to NYPD. The MOA defined [redacted] role: he would be co-located with NYPD-ID but remain an Agency officer, operating under CIA authorities, and would be limited by restrictions applicable to Agency activities."
