Under the Maryland Public Information Act Title 4, I hereby request the following records:

I am requesting for every sworn Baltimore City Police Officer, in a machine readable format (in an Excel speadsheet would be fine), as of April 1, 2018:

- First and last name
- Unique sequence number
- Current badge number
- Any previously recorded badge number that was used before their current one
- Race
- Gender

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 30 days, as the statute requires. If access to the records I am requesting will take longer than this amount of time, please contact me with information about when I might expect copies or the ability to inspect the requested records.

If you deny any or all of this request, please cite each specific exemption you feel justifies the refusal to release the information and notify me of the appeal procedures available to me under the law. If you determine that some portions of the requested records are exempt from disclosure, please provide me with the portions that can be disclosed.

On April 16th, 2018 you submitted a request for public records to the Document Compliance Unit (“DCU”) of the Baltimore Police Department (“BPD”), for, “every sworn Baltimore City Police Officer, in a machine readable format (in an Excel spreadsheet would be fine), as of April 1, 2018”. The Maryland Public Information Act (“PIA”), Annotated Code of Maryland, General Provisions Article, § 4-101, et seq. governs your request.
The responsive record(s) are maintained by the Human Resource Section of BPD. To this end, please find “Active employees as of May 3 2018” in Excel attached. This record was provided by the HRS as responsive to your request. HR does not track or identify members by “badge numbers” therefore, they are not included in the record. Sequence and employee ID numbers are used for tracking and identifying, which are included.
Nothing in this response is intended to indicate that any records sought from the BPD exist or to waive any privileges held by the BPD. You have the right under PIA § 4-1B-04 to contact the Public Access Ombudsman to mediate any dispute(s) you may have with this response. You may also, contest this response by filing a petition for Judicial Review in Circuit Court pursuant to PIA § 4-362. Please refer to MPIA tracking # 18-0417 in any subsequent correspondence pertaining to this matter.

1) What do the following fields mean: Location, Ethnic Group, Position Number, Grade, and Locality? If there is a legend or document listing the possible values and explanations of the codes in those fields, I would like to request those documents.
2) I would like to request the list of all job codes and job titles at BPD (indicated by the Job Code and Job Title fields in the spreadsheet).
