To Whom It May Concern:

Pursuant to the Massachusetts Public Records Law (M.G.L. Chapter 66, Section 10), I hereby request the following records:

1) Copies of all bids submitted in response to the city's most recent request for proposals for towing contracts. This should include bids in response to the most recent RFPs for all towing zones, not just the most recent RFP if the towing zone contracts were put out to bid at different times.

2) Copies of the city's active contracts with towing providers in all towing zones.

I ask that all fees be waived as I am a journalist and I intend to use the requested records to disseminate information in the public's interest.

I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

After contacting Boston Public Works, Boston Transportation and the Police
Department I have learned the City has no records responsive to your
request. It is my understanding that each department handles its own
towing needs and does not seek services from third party providers.

Shawn,

Thank you for the quick response. Would you mind clarifying that for me? I'll admit that I've had my car towed in Boston before and I'm almost positive I had to go to a privately owned lot and pay the company to get it back. That's not the reason for this request, but I'm surprised to hear that the city does its own towing. Does that mean that each department has its own tow trucks and lots?

Good Morning Todd:

I forwarded your email to BTD and PWD. I was informed by BTD that, at one
point, BTD contracted out for some tows, specifically the towing of over
sized vehicles. However, It’s been at least two years since BTD has done
that. BTD has a fleet of tow trucks and drivers. All tows by BTD have
been done in house for at least the past two years.
