To Whom It May Concern:

Pursuant to the Massachusetts Public Records Law, M.G.L. c.66, ยง10, I hereby request the following records:

A copy of all briefs, memos, directives, PowerPoint slides, guidelines or other documents concerning the countering violent extremism (CVE) model developed by the Greater Boston Regional Collaborative.

A copy of all records that define, display, present, state, update, clarify, teach, or explain Boston's model for CVE.

A copy of all emails, letters, and other written communication between Cambridge Police officers and between the Cambridge Police Department and other governmental partners concerning CVE.

You can restrict your search to records created after January 1, 2014 to the date this request is processed.

I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by the recommendations of the Massachusetts Supervisor of Public Records. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

I expect the request to be filled in an accessible format, including for screen readers, which provide text-to-speech for persons unable to read print. Files that are not accessible to screen readers include, for example, .pdf image files as well as physical documents.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.

Sincerely,

Waqas Mirza

Good morning.

In response to your public records request, we are currently processing the responsive documentation and will have an estimate for you next week.

Jeremy Warnick
Director of Communications
Cambridge Police Department

From: Warnick,Jeremy

While processing the responsive documentation, we have discovered a number of duplicate files (e.g. one received e-mail is forwarded to 10 others in the department for awareness-sake).

Please clarify if you are seeking just the original files or original and duplicative files.

Thank you.

Hi Jeremy,

I am only interested in the original files and not the duplicates.

Thank you.

From: Warnick,Jeremy

Thank you again for your e-mail. There are approximately 1,300 records associated with the names referenced. Unfortunately, there was not a way to filter out any duplicative records as initially hoped, so this estimate could potentially include the latter.

Due to the volume of documentation and resources required to support this request, a fee will be required. It is estimated that it will take multiple parties from the Cambridge Police Department approximately fifty-two (52) hours to process your request of these relevant records. The applicable hourly rates are $463.50 ($15.45 x 30 hours = $463.50), $40 ($20 x 2 hours = $40), $100 ($20 x 5 hours = $100.00) and $450 ($30 x 15 hours = $450.00). It is also estimated that approximately thirteen hundred (1,300) responsive documents exist, which can be copied for a fee of $.20 per page (1,300 x .20 = $260.00). Therefore, the total fee estimate is $1,313.50.

This amount is payable in advance of the City actually complying with your request. You may pay by check payable to the City of Cambridge sent to my attention.

This is an estimate. If the amount you pay turns out to be more than was necessary to comply with your request, you will be refunded the difference. If the estimate turns out to be too little, the City will comply with the request to the extent paid for and will submit a new estimate to you to complete the response.

Hi Jeremy,

Thank you for your response.

Can I pay $20 by check to get however many documents that gets me in order to narrow my search? Alternately, would it be possible for me to come into the Department to look at the documents?

Thanks for all your help,

Waqas Mirza.

From: Warnick,Jeremy

Good afternoon.

Unfortunately, $20 will not be sufficient to extract, review and redact the documentation, which are all needed prior to you reviewing any relevant files.

Thanks for your response Jeremy.

Could I please get a breakdown of the responsive records? How many are e-mails, letters, briefs, memos, directives, PowerPoint slides, guidelines, etc.?

Thank you,

Waqas Mirza.

From: Warnick,Jeremy

A categorization of these responsive electronic records would not be available until post-extraction and review.

Sorry for the automated response, Jeremy. I would like to narrow my search to the following:

A copy of all briefs, memos, directives, PowerPoint slides, guidelines or other documents concerning the countering violent extremism (CVE) model developed by the Greater Boston Regional Collaborative.

Waqas.
