Pursuant to the Massachusetts Public Records Law, M.G.L. c.66, §10, I hereby request the following records:

Written or electronic communication between Boston 2024 and University of Massachusetts Donahue Institute.

I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by the recommendations of the Massachusetts Supervisor of Public Records. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

I expect the request to be filled in an accessible format, including for screen readers, which provide text-to-speech for persons unable to read print. Files that are not accessible to screen readers include, for example, .pdf image files as well as physical documents.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Dear Ms. Kweder, please be advised that you mis-addressed a public records request for records related to the UMass Donahue Institute, and it only arrived at the University of Massachusetts recently.
The University acknowledges receipt of your request for communications between Boston 2024 and the Donahue Institute. The University will not waive fees associated with this fee request. The University has learned that virtually all of the communications you seek are communications between Boston 2024 and two Donahue Institute employees, Mr. Mark Melnik and Mr. Dan Hodge, the co-authors of the report by the Donahue Institute relating to the possibility that Boston will host the Olympics in 2024.
You requested, and Public Records Act requires, that the University provide you with an estimate of the cost of finding and, if necessary, redacting these documents. The University estimates that these costs will total $ 159.36. This estimate was derived by calculating Mr. Melnik's time, 2 hours at $59.37 per hour, and ½ hour of Mr. Hodge's time, or $40.62. As a courtesy, the University will discount this amount to $125.00.
At present the University does not believe that the documents you have requested are subject to any statutory exemption from the Public Records Act, but it is still reviewing these documents to make sure of this.
Please let the University know if you intend to pay this sum. If you do, you may send a check payable to the University of Massachusetts to the address below.
